Zohran Mamdani, the Democratic candidate for New York City mayor, is facing two criminal referrals over alleged campaign finance violations.
The referrals were filed on October 28, 2025 by the Coolidge Reagan Foundation and submitted to the U.S. Department of Justice and Manhattan District Attorney Alvin Bragg.
Campaign finance records show that about 170 donations, totaling roughly $13,000, came from individuals listing addresses outside the United States.
Mamdanis’s campaign confirmed that some donations were from U.S. citizens or lawful permanent residents living abroad, which are legal under federal and local law, and stated that all questionable contributions have been refunded.
The referrals allege potential violations of the Federal Election Campaign Act, which prohibits foreign nationals who are not U.S. citizens or permanent residents from making or receiving contributions in U.S. elections.
