With the materials being used, it’s either invoking a very specific spiritform or a stand in/proxy for a practitioner. Most likely to aid in conception, or to ward against evil intent/spirits that might harm the fetus. If this was found close to a chimney or kitchen could be a ‘kitchen witch’ as well.
